LIBRARY USAGE RULES AND PENALTIES APPLICABLE IN THE EVENT OF A VIOLATION
I. PURPOSE
The purpose of these rules is to ensure order, efficiency, and tranquility in the common areas of the Yıldız Technical University Central Library; and to ensure that users can benefit from library services in an equitable, safe, and comfortable manner.
II. GENERAL RULES
Reservation System: To ensure that users can benefit from library services in an equitable, safe, and comfortable manner, they must make a reservation in advance through the reservation system (https://davutpasarezervasyon.yildiz.edu.tr/) before entering the Library.
Identification Requirement: Users are required to present their university ID cards upon request by library staff or security personnel.
Material Security: No materials may be removed from the library unless they have been checked out. Legal action will be taken against anyone attempting to remove materials without permission. When the magnetic door alarm sounds, bags and books must be presented at the checkpoint.
Borrowing and Return Rules: Books will not be loaned to members without identification. In the event of late returns, a late fee will be imposed in accordance with the decision of the YTÜ Board of Trustees.
Quiet and Respect: The library is a space for individual and quiet study. Speaking loudly, talking on the phone, or engaging in behavior that disturbs other users—such as lying down or reclining on chairs—is prohibited, as it violates hygiene and respect rules in common areas.
Hygiene Rules: It is mandatory to keep tables tidy, dispose of trash in trash cans, and comply with personal hygiene and common area hygiene rules.
Cleaning and Floor Rotation Rules: You may be asked to move to a different floor during cleaning hours. During library cleaning operations, users may be asked to move to another floor for a certain period of time. Users must follow staff instructions and should not object. This practice is necessary to maintain cleaning and hygiene standards.
Food and Beverages: You may not enter the library with food or open beverages brought from outside. Consumption of any food or beverages, except for water, is prohibited.
Pets: Bringing pets into the library is strictly prohibited.
Leaving Personal Belongings: Leaving personal belongings in study areas for extended periods and “reserving” tables is prohibited. Staff may remove such items and document the removal.
Lost and Stolen Items: Users are solely responsible for the safety of their personal belongings within the library. The library administration cannot be held responsible for lost, forgotten, or stolen items. We strongly urge you not to leave valuables behind and not to leave the library premises while leaving your belongings unattended.
Equipment and Furniture: Library equipment and furniture may not be used for purposes other than their intended use, nor may their locations be altered.
Use of Electricity and Outlets: For safety reasons, the use of electrical devices such as power strips, water heaters, and personal fans is prohibited.
III. DISCIPLINARY PROCESS AND SANCTIONS
1. First Stage – Verbal Warning
o Users who violate the rules are verbally warned by the staff on duty.
o The verbal warning is documented, and the user is informed that sanctions will be imposed in the event of a repeat violation.
2. Second Stage – Temporary Access Restriction
o In the event of a repeat of the same or a similar violation, the user may be subject to a 15-day restriction on library access.
o This period is determined based on the nature of the violation and is communicated to the user via email.
3. Third Stage – Permanent Access Ban
o In cases such as intentional damage, arguments with staff or other users, physical altercations, or serious hygiene violations, a permanent ban on library access may be imposed, with an official report filed (and any visual evidence attached to the report, if available).
o Such serious violations are also reported to the relevant university departments.
IV. ENFORCEMENT AND IMPLEMENTATION
· The rules previously announced on the Yıldız Technical University Library and Documentation Directorate website have been revised and, in their current form, have entered into effect as of May 2, 2025.
· The rules are published in a manner accessible to users via notices at library entrances and on the website.
· All library users are deemed to have read and accepted these rules.
