ISBN/ISSN APPLICATION PROCESS
ISBN/ISSN applications are processed by our Library and Documentation Directorate (KDDB) through the General Directorate of Libraries and Publications of the Ministry of Culture and Tourism. To ensure the process is processed, it is mandatory to follow the specified official workflow steps.
- Approval Process: Applications for ISBNs for printed or electronic publications and for ISSNs for electronic periodicals are first submitted by the applicant through their respective Department to the relevant Faculty. Publications that are evaluated and approved by the Faculty Publications Committee are forwarded to the Office of the Vice Rector for Research and Planning for approval. If the request is deemed appropriate by the relevant Vice Rector’s Office, it is forwarded to our Directorate via the EBYS system to initiate the process. Except for requests forwarded to our Directorate by the Office of the Vice Rector for Research and Planning, direct applications to our Directorate are not accepted.
- Filling Out Forms and Submission: Following approval by the Office of the Vice Rector for Research and Planning and its forwarding to our Directorate, the relevant Ministry’s information form—appropriate for the publication type—is sent to the applicant. This form, containing information about the publication, must be completed by the applicant with complete and accurate declarations and submitted to our Directorate with a wet signature. The KDDB submits the application to the Ministry of Culture and Tourism via this official form.
- Number Assignment and Post-Printing Procedures: As a result of the evaluation conducted by the General Directorate of Libraries and Publications of the Ministry of Culture and Tourism, an ISBN/ISSN number is assigned and communicated to our Directorate via email. The KDDB sends this assigned number to the applicant, and the publication for which an ISBN number has been assigned is forwarded by the applicant to the printer to initiate the printing process.
- Publication Submission and Process Closure: After the publication is printed, 14 copies of the printed publication must be submitted to the KDDB under the applicant’s responsibility, as required by the relevant law. Our Directorate forwards 6 of these copies to the Collection Directorate, 1 to the ISBN Agency, and 2 to the Prosecutor’s Office; the remaining 5 are added to the library collection, thereby completing the process. For electronic publications, this physical submission process does not apply; the KDDB officially concludes the process by registering the publications in the EYDeS (Electronic Publications Collection) system.
